ศูนย์ประชุมนานาชาติฉลองสิริราชสมบัติครบ 60 ปี มหาวิทยาลัยสงขลานครินทร์ จังหวัดสงขลา ภายใต้แนวคิด “Unlocking New Growth: ศักยภาพใหม่แห่งการเติบโต” เสนอต่อนายกรัฐมนตรี เพื่อใช้ประกอบการพิจารณากำหนดทิศทางเชิงนโยบายและการขับเคลื่อนยุทธศาสตร์เศรษฐกิจของประเทศ\u003Cbr>\u003Cbr>ดร.พจน์ กล่าวว่า แม้งานสัมมนาครั้งนี้จะต้องยกเลิกลงหลังจากเริ่มประชุมไปได้ 1 วัน เนื่องจากสถานการณ์อุทกภัยในพื้นที่อำเภอหาดใหญ่และพื้นที่ใกล้เคียง หอการค้าไทยและสภาหอการค้าแห่งประเทศไทยขอแสดงความเสียใจกับเหตุการณ์อุทกภัยที่เกิดขึ้น ประชาชนในพื้นที่ที่ประสบภัย รวมถึงผู้เข้าร่วมสัมมนาครั้งนี้มากกว่า 1,500 คน ทางหอการค้าไทยและหอการค้าจังหวัดสงขลา ที่เป็นเจ้าภาพการจัดสัมมนาต้องขอขอบคุณหน่วยงานภาครัฐและภาคเอกชนทุกพื้นที่ที่รวมรวมความช่วยเหลือประชาชนให้อยู่ในพื้นที่ปลอดภัย ขณะนี้ผู้เข้าร่วมประชุมส่วนใหญ่ก็ได้กลับเข้าภูมิลำเนาแล้ว ขณะเดียวกัน “สมุดปกขาว หอการค้าไทย ปี 2568”  หอการค้าฯ ได้รวบรวมข้อเสนอแนะและเสียงสะท้อนจากเครือข่ายหอการค้าทั่วประเทศ มาก่อนหน้าการสัมมนาแล้ว ซึ่งได้จัดทำเป็นเอกสารส่งมอบให้ท่านนายกรัฐมนตรี ช่วงที่มีการ เสนอเป้าหมายให้ไทยเป็นศูนย์กลางการท่องเที่ยวและสุขภาพระดับโลก (Global Wellness & Tourism Hub) โดยผลักดันการใช้แนวคิด “Happy Model” เป็นกรอบพัฒนาการท่องเที่ยวคุณภาพสูงมุ่งยกระดับความปลอดภัยและความเชื่อมั่นผ่านโครงการ Trusted Thailand ใช้มาตรการภาษีและการเงินกระตุ้นการท่องเที่ยวหักลดหย่อนภาษีสูงสุด 15,000 บาท และหักภาษี 3 Innovation)\u003C\u002Fstrong> ผลักดันเศรษฐกิจ Digital–Green Economy ตั้งเป้าเพิ่มสัดส่วนเศรษฐกิจดิจิทัลต่อ GDP จาก 23.9% เป็น 35% ภายในปี 2579 และสร้างงานคุณภาพกว่า 2 ล้านตำแหน่ง เสนอจัดตั้งศูนย์บัญชาการเศรษฐกิจดิจิทัล (DECC) พร้อมกองทุน Digital–Green Infrastructure เพื่อสนับสนุนการลงทุนใน AI, Cloud, Data Center และพลังงานสะอาด พัฒนาโครงการ Thailand AI Ready การใช้วัสดุหมุนเวียน และแรงจูงใจทางภาษีสำหรับ Green Innovation พร้อมผลักดันตลาดไฟฟ้าเสรี (Open Electricity Market) และขยายความรับผิดชอบผู้ผลิต (EPR) ไปยังอุตสาหกรรมหลัก ได้แก่ บรรจุภัณฑ์ยานยนต์ และเพื่อน ไม่ทน ถือเป็นจุดเริ่มต้นสำคัญของการสร้างความเชื่อมั่นใหม่ให้เศรษฐกิจไทย ซึ่งภาคเอกชนลุกขึ้นร่วมกันสร้างระบบที่โปร่งใสตรวจสอบได้ และเป็นธรรมมากขึ้นถือเป็นการวางรากฐานสำคัญให้เศรษฐกิจไทยกลับมาเติบโตอย่างมีคุณภาพ การลดคอร์รัปชันจะช่วยลดต้นทุนแฝง เพิ่มประสิทธิภาพการใช้จ่ายภาครัฐ เปิดโอกาสให้ SMEs แข่งขันได้จริง Minister. The White Paper consolidates key recommendations derived from the 43rd TCC National Convention, held at the 60th Anniversary of His Majesty the King’s Accession to the Throne International Convention Center, Prince of Songkla University, Songkhla Province, under the theme “Unlocking New Growth: Unleashing Thailand’s New Growth Potential.” The document is intended to support the government in setting policy directions and driving the country’s economic strategy.\u003C\u002Fp>\u003Cp>Dr. Phot noted that, although the convention had to be cancelled after the first day due to severe flooding in Hat Yai district and nearby areas, The Thai Chamber of Commerce and the Board of Trade of Thailand would like to express their deep sympathy to all those affected, including local residents and more than 1,500 participants of the convention.\u003C\u002Fp>\u003Cp>He expressed his appreciation to all public and private sector agencies in every area that mobilised assistance to move people to safe locations. Most participants have now safely returned to their home provinces. At the same time, the Commercial Relief Foundation, under The Thai Chamber of Commerce, has launched a donation campaign to further support affected communities, as the flooding situation in the province has not yet fully eased.\u003C\u002Fp>\u003Cp>With regard to the “Thai Chamber of Commerce White Paper 2025,” the Chamber had already collected recommendations and feedback from its nationwide chamber network prior to the convention. These were consolidated into a formal document and handed to the Prime Minister during today’s meeting of the Economic Cabinet, so that the government can consider taking forward the proposed issues.\u003C\u002Fp>\u003Cp>The key recommendations in this year’s White Paper focus on unlocking a new wave of growth for Thailand at both structural and regional levels, across\u003Cstrong> five core dimensions\u003C\u002Fstrong>\u003C\u002Fp>\u003Col>\u003Cli>\u003Cstrong>Trade & Investment\u003C\u002Fstrong>\u003Cbr>In the area of trade and investment, the White Paper proposes strengthening Thailand’s competitiveness by accelerating the ratification of key FTAs, including the Thailand–Sri Lanka and Thailand–EFTA agreements, and moving forward with Thailand’s application to join the OECD. It also recommends a comprehensive legal and regulatory reform agenda, including liberalising the logistics sector, reviewing the Foreign Business Act, and establishing a Fast Track Reform (Guillotine Unit) to eliminate outdated or restrictive regulations. The paper further supports the development of new strategic industries such as bioplastics and clean energy. On labour development, it proposes the introduction of a skills-based wage system (Pay-by-Skills), nationwide upskilling and reskilling initiatives, the establishment of one-stop labour service centres, and the creation of a Joint Public–Private Labour Committee. For the retail sector, it recommends expanding the Easy e-Receipt Phase 2 programme, establishing duty-free zones in major tourist destinations, and providing instant VAT refunds for international tourists.\u003Cbr> \u003C\u002Fli>\u003Cli>\u003Cstrong>Agriculture & Food\u003C\u002Fstrong>\u003Cbr>For agriculture and food, the White Paper emphasises advancing value-based agriculture by promoting Product Champions in key commodities such as rice, rubber, palm oil, chicken, pork, shrimp and medicinal plants, while supporting processing industries and varietal development through gene-editing technologies. It also highlights the promotion of GI products and future food innovations, alongside the strategic plan to position Thailand as the global centre for tropical fruit trade and knowledge. Foundational infrastructure—including water systems, land management, farmer databases and the upgrade of the Agriculture and Food Coordination Center (AFC) as the national market information hub—remains a priority. The document also calls for strengthening the fisheries sector by reducing import tariffs on raw materials, enhancing labour standards to meet international requirements (GLP), and resolving export bottlenecks through improved one-stop service mechanisms.\u003Cbr> \u003C\u002Fli>\u003Cli>\u003Cstrong>Tourism & Services\u003C\u002Fstrong>\u003Cbr>In tourism and services, the White Paper proposes positioning Thailand as a Global Wellness & Tourism Hub, guided by the “Happy Model” to elevate high-quality tourism with an emphasis on safety and confidence through the Trusted Thailand initiative. It recommends a series of tax and financial incentives, including income tax deductions for domestic travel expenses up to 15,000 baht and triple tax deductions for companies that organise training or seminars in provincial areas. The development of TAGTHAi into the National Digital Tourism Utility is also highlighted to better integrate data from major and secondary cities and enhance wellness and cruise tourism routes. The White Paper further advocates providing low-interest soft loans for tourism SMEs and startups to ensure a more inclusive distribution of tourism income.\u003Cbr> \u003C\u002Fli>\u003Cli>\u003Cstrong>Digital, Technology & Innovation\u003C\u002Fstrong>\u003Cbr>For digital development and innovation, the White Paper calls for advancing the Digital–Green Economy, with the goal of increasing the share of the digital economy from 23.9% to 35% of GDP by 2036 and creating more than two million high-quality jobs. It proposes establishing a Digital Economy Command Center (DECC) and a Digital–Green Infrastructure Fund to support investment in AI, cloud technology, data centres and clean energy. Key recommendations include implementing the Thailand AI Ready programme to build digital skills for more than five million people, introducing a Digital Visa to attract global experts, offering Digital Vouchers for SMEs, and enacting a new legal framework to promote digital-green development, including AI ethics standards and robust data governance. The paper also promotes business transformation through automation and robotics to accelerate the emergence of Smart Business models.\u003Cbr> \u003C\u002Fli>\u003Cli>\u003Cstrong>Sustainability\u003C\u002Fstrong>\u003Cbr>In the field of sustainability, the White Paper underscores the importance of advancing the green and circular economy by reducing agricultural burning through traceability systems, promoting recyclable packaging design standards, expanding the use of circular materials, and implementing tax incentives for green innovation. It further recommends moving toward a more open electricity market (Open Electricity Market) and expanding Extended Producer Responsibility (EPR) to major industries, including packaging, automotive and construction materials. The paper also supports the development of carbon credit trading platforms, such as Carbon Neutrality 4 ALL, to help businesses transition toward long-term net-zero goals.\u003C\u002Fli>\u003C\u002Fol>\u003Cp>Furthermore, The Thai Chamber of Commerce, in collaboration with the Joint Standing Committee on Commerce, Industry and Banking (JSCCIB), has established the Zero Corruption: JSCCIB and Allies Will Not Tolerate Corruption taskforce. This initiative represents a pivotal step toward rebuilding confidence in the Thai economy, as the private sector joins forces to create a more transparent, accountable and equitable system. It lays a critical foundation for restoring Thailand’s economic growth with greater quality and integrity. Reducing corruption will help lessen hidden costs, improve the efficiency of public expenditure, strengthen opportunities for SMEs to compete fairly, and reinforce investor confidence that Thailand’s economic system is prepared to support long-term investment.
